#43 Work at Height

The purpose of work at height permission is to ensure safety of the persons while performing their activities at height. The procedure for all work at height activities normally involves the following;

  1. Prior to the start of the job at height, the hazards shall be identified, the risk assessment shall be carried out, by the Site Supervisor & Safety Officer, and necessary control measures/safety precautions specific to the worksite shall be finalized.
  2. Tool Box Talk shall be carried out for five minutes by the Safety Officer / Site Supervisor in which job-specific safety talks to be given to workers involved for work.
  3. Safety precautions (control measures) shall be finalized and safety equipment like Jhoola, Full Body Safety Harness, fall arrestor, etc. shall be arranged. It shall be ensured that arranged equipment is tested, approved, and fit for use.
  4. Line of Safety Protection -1st line as a working platform (Jhoola) & 2nd line of fall arrestor mechanism as a backup safety device. Properly tested jhoola must be used.
  5. Cordon off area at ground level below work in progress approx. 5M X 10M and no one should be allowed to enter the cordoned area without proper PPE.
  6. Safety Helmet – to be worn in designated hardhat areas by all the employees or when there is a Risk of striking your head or a falling object striking you.
  7. A person working at height should be medically fit. Medical fitness test certificates should be checked prior to the start of the job at height.
  8. Ensure a competent person takes necessary permits for working at height from the authorized person.
  9. All equipment & PPE (personal protective equipment) used for working at height e.g. Safety Harness, Jhoola, scaffolds, safety belts, etc. should comply with PPE standards.
  10. Both the fall arrest system shall be attached to a permanent structure like the beam, pillar, or column of the building and its integrity checked. The anchorage shall be strong enough to support the strain of a falling person.
  11. If a ladder is used, it should be of proper length for the job. Where a ladder is used as a means of access, it should rise to at least 4 ft. above the place of landing or the place of work.
  12. The ladder should be fixed at the top and bottom and placed on a firm footing at a safe angle e.g. with the base out 1 m (3ft 3ins) for every 4m (13ft) of vertical height.
  13. The plumber should ensure and supervisor to inspect while working at height anchoring of full-body harness at all the times till the job is complete. Secure lines of communications shall be established prior to the start of work.
  14. Tools, materials, or equipment are taken in a cloth bag tied around the neck of the plumber and carefully placed so that they cannot fall or accidentally be displaced.
  15. Working at Height equipment shall be inspected at regular intervals.
  16. Supervisor to ensure its integrity. Working at Height equipment shall never be repaired and/or modified and, if found to be defective, shall be destroyed and put beyond use.
  17. The site supervisor should ensure that fire extinguisher, first aid kit, and drinking water are readily available when operational work is in progress.
  18. Keep the work area clean and ensure clear access to the site. All electrical tools & equipment for use in potentially hazards areas shall have proper earthing and insulation without any cuts/bruises in the cables
  19. After completion of work, a permit is closed out after ensuring the safe condition of the site.
  20. The initial period of validity of the Permit to Work is 1(one) day during the general shift hours only and the permit will be issued and signed off daily. For carrying out the job in odd hours i.e. before & after general shift hours written permission from station in-charge is required.
  21. The safety officer also signs on the permit & ensures that the work area is safe for work.
  22. The pink copy of the permit will remain with the Competent person for display at the site
  23. The green copy will be issued to the safety officer.
  24. The filled-in white copy shall remain in the book with the Authorizing Person & retained safely for audit purposes.
  25. The permit should be closed properly & authoring a person to keep the record of the same for a specified period of two years to enable an effective monitoring and audit process.
