#42 Work Permit – HOT & COLD

Purpose: To establish the basis for departments to put in place the procedures and systems that stipulates the requirement of Work Permit usage for various activities to provide control over such activities which have the potential to escalate to a Hazardous event.

Why we requires work permit:

  1. Prevent injuries to personnel and significant loss to the organization.
  2. Avoid fire and explosion.
  3. Ensure that all work is carried out in the safest possible manner.
  4. The permit specifies the conditions and procedures for safe execution.

Types of permit:

  1. Hot Work Permit
  2. Cold Work Permit
  3. Excavation Permit
  4. Vessel Entry Permit
  5. Vehicle Entry Permit
  6. Work at Height

Hot work: The initial period of validity of the Permit to Work is 1(one) day during the general shift hours only and the permit will be issued and signed off daily. For carrying out the job in odd hours i.e. before & after general shift hours written permission from station in-charge is required.

  1. The safety officer also signs on the permit & ensures that the work area is safe for work.
  2. The pink copy of the permit will remain with the Competent person for display at the site
  3. The green copy will be issued to the safety officer.
  4. The filled-in white copy shall remain in the book with the Authorizing Person & retained safely for audit purposes.
  5. The permit should be closed properly & authoring a person to keep the record of the same for a specified period of two years to enable an effective monitoring and audit process.
  6. All the necessary PPEs should be used during the job.
  7. A gas test should be done with the LEL com O2 meter.
  8. For simplification of procedure, Hot Work Permit also covers permission for vessel entry, vessel boxing-up, radiography, vehicle entry, and excavation. All activities outside the scope of Hot Work Permit shall be covered by Cold Work Permit.

A) Safety in Welding:

  1. Welder engaged shall possess required competency certificates as per Steel / PE Projects / O&M and Asset Integrity requirements. In addition to this, they must undergo training by F&S Department.
  2. A hot work permit shall be raised before the commencement of work. Ensure other permits like confined space, Work at Height are raised depending upon the need.
  3. All persons engaged in welding near the Natural Gas system should wear pure cotton coverall. The coveralls should not be oily, greasy.
  4. Ensure a calibrated gas detector is available at the site and ensure ‘0’ % LEL before commencing hot work. Also ensure gas measurements are entered on permit forms.
  5. All persons engaged in welding work must wear a welding shield, leather apron, leather hand gloves, Hand sleeves leg guard, and safety shoes.
  6. Good housekeeping shall be maintained around the job. No combustible materials should be present in the vicinity of the workplace. In the case of welding in the trench, ensure complete removal of water.
  7. All cables and connection must be in sound condition and safe from Electrical Hazard
  8. All Welding Holder and earthling clamp should be insulated and properly crimped or clamped, to avoid electric shock and sparks
  9. To confine the spark, the wet Canvas screen shall be used to cover the welding/grinding area in restricted hazardous areas and for protection of a person passes near the workplace from radiation hazard.
  10. In case of riser welding, height safety precautions shall be observed.
  11. After a welding job completed, the material /workplace should be chalk marked HOT to warn other workers.
  12. Used welding rods (scrapes) should be collected properly and kept in an identified box for proper disposal.

B) Safety in gas cutting:

  1. Gas cutting work shall be done by a skilled /experienced person. In addition to this, they must undergo training by F&S Department.
  2. A hot work permit shall be raised before the commencement of work. Ensure other permits like confined space, Work at height are raised depending upon the need.
  3. All persons engaged in Gas Cutting operation near the Natural Gas system should wear pure cotton coverall. The coveralls should not be oily, greasy.
  4. Ensure calibrated Gas detector is available at the site and ensure ‘0’ % LEL before commencing hot work. Also ensure gas measurements are entered on permit forms. Before ignition, pressure regulator, the cutting torch should be checked thoroughly for any leaks or damages.
  5. Ensure cylinder are located at safe distance in an upright position, chained secured in the carrying trolley.
  6. There should be clean flooring free from spillage of oil, grease, or combustible material.
  7. All persons engaged in cutting operation must wear leather hand gloves, safety goggles, safety shoes, etc.
  8. Check flashback arrester. Check the hose clamp, if it is loose tighten the nut if damaged replace the hose.
  9. Check the smooth flow of gas through nozzle before use.
  10. Keep the cutting hoses at safe distance form working piece and ensure that the hose should not obstruct the space where the operator moves during the cutting operation
  11. Never roll cylinders. Segregate empty cylinders with marked ‘EMPTY’
  12. Never keep cylinders in confined space or deep excavations.
  13. After a cutting job completed, the material /workpiece should be chalk marked HOT to warn other workers
  14. The solid scraps left after gas cutting shall be collected and submitted for their proper disposal

C) Safety in grinding:

  1. Grinding work shall be done by a skilled /experienced person. In addition to this, they must undergo training by F&S Department.
  2. A hot work permit shall be raised before the commencement of work. Ensure other permits like confined space, Work at height are raised depending upon the need.
  3. All persons engaged in grinding activity near the Natural Gas system should wear pure cotton coverall. The coveralls should not be oily, greasy.
  4. Use Hand gloves, Safety goggles/Face screen, and safety shoes
  5. Check the grinder before use. Use low voltage grinders in confined space and intrinsically safe machines in the Restricted/Hazardous area.
  6. Do not operate grinders without guard and in wet conditions.
  7. Inspect the grinder cable before use, if there is any damage in insulation or Connection, replace it or rectify it, never use naked wires to use plug top.
  8. Check the expiry date of grinding disc, if found expired, do not use.
  9. Do not use the cutting discs for grinding.
  10. Wires should not be obstructing the movement of nearby passing people.
  11. The grinding particles are collected properly and kept in the identified box.

Cold work: The Authorizing Person should issue the Permit to Work on-site at the location of the proposed works following a personal inspection.

  1. A permit to Work shall be issued to the Competent Person (who is responsible for carrying out the work at the site).
  2. The initial period of validity of the Permit to Work is 1(one) day. Should a Permit to Work be required beyond 1 day, then the site shall be revisited by the Authorizing Person on a daily basis or their representative to assess and confirm that the Permit conditions have not changed. The permit can be issued for 7 days. The permit will be renewed on a daily basis. If required Gas tests also are performed on a daily basis prior to the start of work. The fresh permit shall be issued if the job is extended beyond seven days’ time.
  3. The yellow copy of the permit will remain with the competent person for display at the site.
  4. The filled-in white copy shall remain in the book with the Authorizing Person & retained safely for audit purposes.
  5. The permit should be closed properly & authoring a person to keep the record of the same for a specified period of two years to enable an effective monitoring and audit process.
  6. At remote locations where the safety permit system cannot be applied as in stations with safety department/ distinction between operation & maintenance department, a specific safety checklist is developed which shall be self-certified at the beginning of each activity at an operational pipeline installation/ facility by concerned engineer/ supervising the activity.
